Completion counts finishers, and finishing is not learning

The most quoted figure in the sector answers a question about persistence.

Completion is attractive because it is unambiguous. Either the person finished or they did not, and no interpretation is required to record it. That clarity is exactly what makes it so easy to over read. What completion tells you is who stayed to the end of a defined sequence, which is a fact about persistence, circumstances and the design of the sequence, and only indirectly a fact about what anyone learned. A person can complete having learned a great deal, or having learned little, and the figure is identical in both cases.

It also fails in the other direction. Someone who leaves partway through has not necessarily failed. They may have got what they came for, taken a job that the course made possible, or discovered early that the field was not for them, which is a good outcome badly recorded. Counting that departure as a loss treats the sequence as the point rather than the person, and it quietly penalises providers who serve students with complicated lives. Those are frequently the providers doing the most valuable work, reaching people who would otherwise reach nothing, and the measure has no way of registering that. It records only the shape of the exit, not the reason for it or what the person carried out the door.

Used carefully, completion is still worth having. A sharp change in it is a signal that something has shifted, and it points somewhere worth looking. Used carelessly, as a headline standing for quality, it rewards whatever keeps people enrolled, which is not always the same as whatever teaches them well. The difference between those two uses is not in the data. It is in the sentence written underneath it, and in whether anyone senior enough to matter is willing to keep writing that sentence when a cleaner claim would be more convenient. Completion earns its place as one reading among several. It loses that place the moment it is asked to carry the whole argument on its own.
